Video rooms: Option for video feed off by default/remember last selection

#### What would you like to do?
Provide an option for disabling the automatically enabling video feed when joining a video room, and/or the ability for the client to remember your last selection when you go to join the same or a different video room.

#### Why would you like to do it?

My organization has most video feeds off during meetings aside from the presenters, meaning the majority would need to set their video feed to off before joining.

My friends and I prefer video feeds turned off by default when joining video rooms to use as 'voice' rooms instead. There's no reason to add a separate 'voice' room option since it would practically be the same as video rooms just with video feeds off by default, so this feed option for video rooms would be beneficial. Optionally, 'video rooms' _could_ be renamed to 'voice rooms' to broaden their intended usage and could have the opposite application-wide default setting (video feeds turned off) to align with other platforms like Slack and Discord.

#### How would you like to achieve it?
Provide the additional option(s) under Settings > Video when joining a Video Room.

- Keep video off when joining video rooms (Checkbox) OR Auto-enable video when joining video rooms (Checkbox pre-enabled)
- Remember video on/off when joining the next video room (Checkbox)
