Video options menu can be opened twice and cause action buttons to stop working

### Steps to reproduce

1. Start an element call
2. Hover over your own video feed.
3. Press the options menu button
4. Right click inside the options menu
5. Close the original options menu through the button for it
6. Attempt to interact with the videocall action buttons like mute, leave. ,..

### Outcome

#### What did you expect?
- The options menu cannot be open twice at the same time

#### What happened instead?
- From step 4 the options menu is open twice at the same time
- At step 6 the videocall buttons like mute etc. no longer work and the user has to refresh the page to be able to leave.
