VideoRoom | UX allows you to join a video room while you are already in a call, this action is disabled with normal call

#### What would you like to do?

If you are currently in an Element Call and switch to another room, the call enters PIP mode, and
the action to join a new call is disabled in other rooms.

This not true with video rooms. It let's you enter the video room while in the call

#### Why would you like to do it?

The UX should be consistent.
The video room widget should not load

#### How would you like to achieve it?
