Description

### Steps to reproduce

1. Go to a call.element.io URL (in Firefox nightly)
2. I can hear and I think usually see other folks' video, but they can't see me
3. I have to click on the UI a bunch, then a second later the video connects

I know this is not usually how computers work, but I have verified the behaviour by leaving arbitrary amounts of time before clicking (between seconds and minutes) - it's not just that my running out of patience for video to connect (and beginning to pummel the UI with clicks) and time to connect match precisely.

Research direction

Reproduce the delayed local-video connection at the provided call.element.io URL using Firefox Nightly on macOS, leaving the call idle before interacting with the UI. Inspect the submitted logs and compare behavior with and without repeated clicks; done means the local video connects reliably without requiring UI clicks.
