Description
### Steps to reproduce
Somehow it is still possible to get two audio tracks published. I've just observed this in Firefox when adding multiple audio devices, unplugging them and then plugging them back in again. Muting caused on capture device to be muted, but obviously not the other.

Research direction
The issue names no files, tests, or entry points. Start by reproducing the Firefox scenario with multiple audio devices, unplugging and reconnecting them, then check how published audio tracks and muting behave; done means only one audio track remains published and muting affects the active capture.
