There is problem sending media (photo, voice) in intranet (local network like Iran in internet cut-off)

### Steps to reproduce

When internet cuts in Iran, I found that i cannot send photo and voice to my homeserver, text and calls are OK.
i use android elelment 16.48, the homeserver version is 1.144.0.
I tested this situation on element-x and element desktop on windows and ubuntu they worked with no problem (I did not test calling).

### Outcome

when i had internet, the old photo and voices which they got stucked, started to sending...
any help is appreciated.
