### Steps to reproduce
1. Open Element app after several hours of it being in the background (6+?)
2. App crashes with 'Time limit already exhausted for foreground service type dataSync'

Worth calling out that app has full permissions and is set to 'Unrestricted' battery usage. This only started happening within the last few days which makes me suspect 1.6.44 might have introduced this.

Elements to run in the background listening for notifications indefinitely
#### What happened instead?
After a few hours no longer get notifications for new messages, opening app shows a crash report (see attached)
