Microphone is in use all the time, even when the app is closed and the system's permission doesn't allow it

### Steps to reproduce

1. Open the app.
2. Close the app.
3. See in the device's notification, the system shows **Microphone in use** notification from Element app all the time and can't be cleared from the notification area, as shown in the screen recording below:

### Outcome

#### What did you expect?
The app respects the system's setting and doesn't use microphone all the time.

#### What happened instead?
The microphone is in use all the time, according to the system's notification.

This issue could be related to issue #3035.
