Editing and redaction do not update *push* notifications

### Steps to reproduce

1. Log in to a matrix.org account (Account 1) on Element for Android
2. Set notification method to _Google Services_ or _ntfy_
3. Send a message to Account 1 from another account (Account 2). I used the Element web client for Account 2.
4. Wait for the notification to show up -- do not click on the notification
5. Edit the message on Account 2. **The message isn't updated in the notification for Account 1.**
6. Delete the message on Account 2. **The notification is still showing on Account 1.**

This problem happens on Element X as well.
