Inability to send media on Element Android app

### Steps to reproduce

1. The server is on a local network isolated from the internet
2. When trying to send media on the app, an endless loading bar appears.
3. Text messages and calls work fine
4. The problem exists only on the Android app (Element desktop app and FluffyChat app work well).

### Outcome

If the internet is somehow connected to the client’s phone, the app works well again. However, this is not the solution I want.
