local room IDs appearing in m.direct

### Steps to reproduce

I looked at my `m.direct` and found a strange address under the MXID of the other user: `"!local.`.

According to https://github.com/vector-im/element-web/issues/26102#issuecomment-1709706287 this was set by android.

This might be related to the following:
1. I was invited to a DM by another user, joined and DMd.
2. Other user invites a 3rd user, converting the DM to a group (except the UI does still sort it into DMs)
3. I create a new DM
4. Android spins for a long time and eventually I have 3 new DMs with the user.
