### Steps to reproduce

I have only used Element on one Android device. I uninstalled the app and re-installed.

Every time I open the app I'm presented with this prompt at the top of my screen:

When I click through I'm presented with these choices:

When I click "Forgot or lost" option, I encounter this error:

I appear to have no way to reset the encryption for this account.

### Outcome

#### What did you expect?

That I'd be able to reset my account encryption.

#### What happened instead?

I can't. I submit a bug by shaking my device as well.
