Description
### Steps to reproduce
[Discovered on web](https://github.com/vector-im/element-web/issues/25681) but the same problem manifests (a little bit differently) on Android.
When you're banned from a room (or kicked presumably) any active call in that room should terminate.
On Android at least the banned user can still terminate the call.
### Outcome
#### What did you expect?
Call to terminate after being banned
#### What happened instead?
Call continued!

Research direction
Start by reproducing the Android scenario: keep a 1:1 VoIP call active, then ban or kick a participant from the room, and observe both clients. Trace the call lifecycle around the room membership change; done means the call terminates after the ban or kick and the banned user cannot keep the call active.
