Sharing files doesn't show list of rooms to filter reliably

### Steps to reproduce

1. Open Google Photos, select an image or video and click "Share"
2. Select Element and "actual size" on the next screen, see the Element app open

### Outcome

#### What did you expect?
Filter conversation view opens and the list of conversations loads quickly

#### What happened instead?
Sometimes, the app opens in the normal view (not in the share media view)
Sometimes, the filter conversations view opens and the spinner keeps spinning for a long time (more than a few minutes), and the conversation list doesn't ever load
