Voice messages do not send on "retry"

### Steps to reproduce

1. Where are you starting? What can you see?
Sometimes when my voice messages do not successfully send out, I ned to click on "Retry" to re-send them. This often does not work. I can send "new messages" however after the failed message (which shows its not an Internet issue, although I can understand the original message may fail to send sometimes as I am on a VPN).

Clicking on retry does not do anything and I have to eventually delete the message.

Have had this issue on multiple Samsung phones (S20FE, S22 Ultra recently), running the latest Android version and latest version of the app.

sending voice messages.

### Outcome

Would expect the message to work when I click on re-sen.
