requiring secure backup blocks users who already have secure backup

### Steps to reproduce

1. already have secure key backup enabled
2. add a homeserver requirement in the `client` well-known that all users must activate secure backup
3. wait a few hours
4. try to use the Android app, get blocked and told that I will have to reset my secure backup key

### Outcome

#### What did you expect?

If I am already backing up my keys, I should not be forced to recreate a backup.

#### What happened instead?

I was blocked from using the app unless I continued with recreating the backup. I've since removed the requirement, but the issue persists on my phone now.
