Description

### Steps to reproduce

If Preferences -> Notifications -> "Start on boot" is **disabled** Element starts anyway on reboot.

(https://github.com/vector-im/element-android/issues/2419 describes the opposite case: If "Start on boot" is activated Element has to be started manually on reboot.)

### Outcome

#### What did you expect?

If "Start on boot" is disabled I expect that Element does not start on reboot at all so I have to manually start it.

#### What happened instead?

Element starts automatically (as it starts if "Start on boot" is disabled).
