Better read receipt options

#### What would you like to do?

I would like to have more options for read receipts:
Option 1: Send read receipts (yes/no, on/off)
Option 2: View read receipts (yes/no, on/off)

#### Why would you like to do it?

I think that the setting that exists now is a bit misleading.
I use Element 1.5.20 and the option seems to include both sending and viewing a read receipt, but the description is only "talking" about viewing them, not sending them.

#### How would you like to achieve it?

### Have you considered any alternatives?

I can think of two alternatives:

1. Interactive read receipt: I know this sounds a bit old-school, but sometimes you have important messages, where you would like to have a read receipt.
This could be achieved by a button "send read receipt" or something similar.

2. Per User/Per Room options, because in some rooms you might want to activate it, but in others you don't.
