Description
### Steps to reproduce
1. Open Element to the main page and choose a homeserver with `enable_registration: false` and `password_config:
enabled: false` (i.e. matrix.mit.edu)
2. Attempt to sign up
### Outcome
#### What did you expect?
It takes you to single-sign on, just like it does on the web client (https://app.element.io)

If you click on "New? Create account" it takes you directly to single-sign on
On iOS, it also works as expected, and gives you a button to sign in with single-sign on when clicking on sign up.

#### What happened instead?

It says "registration is disabled". People may not know they're supposed to use the sign-in button instead, even if they never created an account.
