Only Jitsi calls started in DM rooms as of 1.5.11

### Steps to reproduce

1. As of the upgrade to 1.5.11, all video/audio calls in DM rooms use Jitsi, which is a sub-par experience to 1:1 calls. Downgrading to 1.5.10 fixes this. All DM rooms affected.

Prior to downgrading, I tried clearing cache/disabling labs to no avail.

Steps to reproduce:

1. Upgrade to 1.5.11 (I use fdroid version, unsure if gplay is affected)
2. Try to make an audio call in a DM

Element should call without Jitsi in DM rooms

The Jitsi widget was added and a meeting was started
