### Steps to reproduce

1. Open a room where you don't have messaging rights.
2. Scroll down completely.

### Outcome

The last message should scroll up far enough that it is completely visible above the banner, including read receipts for it. (How 1.5.8 behaves.)

#### What happened instead?

The banner saying you don't have permission to post covers some of the bottom text, possibly a whole message if it's just one line. (How 1.5.10 behaves.)
