Description

### Steps to reproduce

1. Upload a file;
2. delete the file from Synapse;
3. go back to Element (dialogue bubble or file tab) and try to download the file.

### Outcome

#### What did you expect?
By common logic, Element should be telling the user "This file does not exist or has been deleted".

#### What happened instead?
The current message is "No network, please check your network connection".
