call notification is not shown when using Ntfy Push notification service.

### Steps to reproduce

Hello, I have installed element-android and SchildiChat android. i have installed Ntfy server version in my server for Push notification. when i use element-android with Ntfy, call notifications not send for me (special in first time) but other message notifications arrive successfully. in other hand, when i use SchildiChat with Ntfy, all notifications arrive.
i have tested this matter some times. i don't know that is the problem but i can't use element-android with Ntfy due to above problem.
