[ntfy] Missed calls show as actively ringing calls

### Steps to reproduce

1. Use ntfy as push notif provider.
2. Turn off internet.
3. Get a missed call.
4. Turn on internet.
5. You see the incoming call screen.

Just like for #5917, there should be a missed call notification, not an active incoming call generated.

#### What happened instead?

This is even more reliably reproducible. You always get a call ringing screen.
