Live Location Update Interval Setting

#### What would you like to do?
A setting for users to choose how often they would like to report their location during a live share. Currently its hardcoded for 5 seconds.
#### Why would you like to do it?
Users have different reporting needs. Our use case is that users need high fidelity / rapid location reporting during search and rescue applications. 5 seconds could mean all the difference when trying to coordinate and allocate resources geospatially through this map.
#### How would you like to achieve it?
Implement a settings panel specifically for the map, where we can begin to add map/location specific settings to the application.
