Plan for Huawei Devices without GMS

### Your use case

Right now to use Element on a Huawei Device without GMS, we can use the f-droid version which does not need GMS.

We should consider supporting the Huawei-replacement GMS services.

Otherwise, we should have a single version which fails gracefully and reverts back to using f-droid style behaviour.

### Have you considered any alternatives?

Options are:

- support HMS (ie Huawei services)
- fail gracefully on GMS fail.

### Additional context

This will be import for customers with large percentage of customers in Asia, who will be more likely to rely on HMS.
