First-time noisy notifications sound twice for new messages since 1.4.16 release

### Steps to reproduce

1. Use a device that is Android 8 or under (I believe)
2. Receive a message
3. Observe that the first message received (without prior notifications) makes the sound twice
4. Observe that subsequent messages (WITH pending notifications) only makes the sound once

NOTE I'm not sure if this happens for only older devices or some newer ones. I do not see/hear the issue on my Galaxy S8 running Android 9.

Only 1 sound to be made for first-time messages

I heard 2 sounds for first-time messages
