Use matrix builds to run UI tests and integration tests against multiple synapse versions

Enhance setup-matrix-synapse github action to permit a matrix run to test against release/develop/rc branches as well

This permits us to detect upcoming issues with new changes to synapse.

Perhaps run nightly rather than in each PR.
