Permanently unresponsive (no sync) after returning from background

## #4669 is dead, long live #4669!

Might (subjectively) occur less frequently now, but I'm also using Element Android only rarely now (because of, you guessed it, #4669 rendering it effectively unusable).

I'll once again send at least one rageshake through the app, notice that the rageshake corresponds to what I have dubbed the **"invisible" case** where the the spinner at the top does not show, but all other symptoms prevail, i.e.

- Toggling *Airplane Mode* no longer causes a message about *Airplane Mode*, Element stays blissfully unaware of any network state changes
- Sending to a room will allegedly succeed, but once you close the room view, the message you submitted vanishes forever (although it did reach the server and shows for other people)
- *Clear cache* will indefinitely brick on the green screen with the spinner.
