### Steps to reproduce

1. Let's have an encrypted room
2. Go to _Room History Readability_ settings
3. On Element Web you can see

Although on Element Android you can see

### Outcome

#### What did you expect?
Room visibility settings shall be consistent.

#### What happened instead?
_Anyone_ choice is selectable. I think Element Android is wrong in this case, right?
