Messages stopped being decrypted mid-way through active conversation

### Steps to reproduce

1. Have a conversation with another user between two Android devices, using sessions which have been running for a while.
2. At some point, new messages stop being decrypted for the other user.
3. Messages are eventually decrypted after some time half an hour to a few hours.
4. Messages are decrypted ok for a while, then it happens again.

Logs from both devices after the first time it happened with key share history are attached.

### Outcome

#### What did you expect?
I don't start getting UISI errors part way through an active conversation.

#### What happened instead?
Other user started getting "Waiting for this message, this may take a while" part way through an active conversation (both sessions have been running for a while and used every day
