Add LoRa mesh communication

#### What would you like to do?
I want to have an [offline LoRa mesh communication](https://www.youtube.com/watch?v=DumgHz56IjI) available in Element., maybe it could be interoperable with [meshtastic](https://meshtastic.letstalkthis.com/).

If possible there should be an Element bridge in the [open-street-maps app](https://www.openstreetmap.de/) or the [ATAK app](https://www.civtak.org/download-atak/) like [T.REX ARMS](https://www.youtube.com/watch?v=WXuQERL_e8M) is suggesting, for critical off grid situations.
If a LoRa voice communication like [QMesh](https://hackaday.io/project/161491-qmesh-a-lora-based-voice-mesh-network) would be available, it would be incredible.

#### Why would you like to do it?
This would provide reliable off grid communication. It would revolutionize communication, and give us tools we can depend upon for extreme situations.

For the mesh networks, there should be an option, that mesh groups could be linked through the internet connection of members who are connected to the internet.
