Description
### Steps to reproduce
1. open the emoji picker via adding a reaction to a message
2. tap the emoji section headers
3. notice the headers behaviour strangely, reverting back to previous selections and not scrolling the section into view
### Outcome
#### What did you expect?
Tapping the emoji section to scroll the section to the top of the page
#### What happened instead?
Only the section title is scrolled into view and some times the section selection reverts
