Discovery screen does not support well no network condition

Steps

- airplane mode or no network coverage
- an identity server is configured
- open the discovery screen

Observed

- several no network dialogs are stacked
- the policy section claims that the identity server provides no policy (this is wrong)

To do

section requiring network should have an error displayed and a retry button as per other screens in the app
