Trying to xsign with iOS does not prompt to create xsigning keys

### Steps to reproduce

1. have a android session
2. log into iOS
3. start xsigning when prompted
4. complete "successfully"

### Outcome

- android has green shield for itself and black shield for ios
- ios has green shield for itself and black shield for android

afterwards, log in to web/desktop, which asks to create xsigining keys and a restore passphrase
