Don't ring when starting a call

### Your use case

#### What would you like to do?
When I start a call with someone, my phone starts ringing with the very aggressive ringtone, which is useless since
- I already have my phone in hand, no need to notify the next door neighbours
- I started the call, I am currently looking at my phone, I am going to see when the call connects

#### Why would you like to do it?
This is very annoying, disturbing. The extremely loud ringing is not needed for accessibility.

#### How would you like to achieve it?
Short term: remove the ringing when I start the call, or make it much quieter

### Have you considered any alternatives?

medium term:
- have a button/setting to silence call progress tones
- eventually introduce a different much less aggressive tone
