[BUG] Verification process

### Steps to reproduce

1. Find someone in your 1:1 list that is not yet verified (black shielded).
2. Upgrade the room with the command /upgraderoom 8
3. The room is replaced by new one and both participants are invited to new, clean room.
4. Start a verification process.
5. The verification process takes place in the old room, that you can't use anymore (except for reading old messages).

### What happened?

Users are eventually verified each other, but there is no evidence for that in the new room.
