Video Call Garbled with HD Video

#### Describe the bug
When calling between Element Web and Android (either party initiates call), the video from the Android device appears garbled on Element Web. This can be fixed by selecting `Turn HD off` on Android.

#### To Reproduce
Steps to reproduce the behavior:
1. Initiate call between Element Android & Web
2. Video is garbled
3. Select `Turn HD off` on Android to clear up video

#### Expected behavior
Video should be clear
