Notification level 'None' shouldn't show unread message bar

#### Describe the bug
Unlike element web element-android still shows a unread message bar next to a message when the notification level is set to "None". Element-web doesn't highlight the room in bold and show the notification dot for it anymore.

(This is not about the unread message counter but the less intrusive green sidebar marker)

#### To Reproduce
Steps to reproduce the behavior:
1. set room to 'Silent' notification level
2. receive a message in said room
4. See green sidebar for unread messages
