#### Describe the bug
Newly created encrypted room (me as only member) has black shield. My account is properly cross-signed.
Another bug is in Element Web that room is shown as Empty room until the page is reloaded.

#### To Reproduce
Steps to reproduce the behavior:
1. Create a new encrypted room
2. Show room info
3. Black shield appears
4. See error

#### Expected behavior
Green shield.
