One on One rooms always generate silent notifications

#### Describe the bug
Notifications from one or one encrypted rooms always generate silent notifications, regardless of the configuration in advanced settings or in the room notifications settings.

#### To Reproduce
Steps to reproduce the behavior:
1. Create an encrypted conversation
2. Send a message
3. See the category used by the notification on the other phone

#### Expected behavior
I expect the notifications to be noisy if I select noisy in the settings

#### Smartphone (please complete the following information):
- Device: Samsung Galaxy S21 Ultra, Pixel 4a 5g.
- OS: Android 11

#### Additional context
- element-android 1.1.12
- Homeserver: Synapse 1.38.0

I never paid too much attentions to notifications categories before, but I think it's a new issue, I don't remember missing messages before. With silent notifications they don't always show up in the tray unless it's unfolded, now I routinely discover new messages in there when I open it up to look at unrelated notifications from other apps, this wasn't an issue a few weeks ago.
