Reactions can be seriously out of sync compared to other clients

#### Describe the bug

It seems that reactions can get seriously out of sync with those shown via Element Web or other mobile clients like FluffyChat.

Will provide a rageshake and event id to an example message where eleweb and fluffy show (currently) 16 handwaves but Element Android only 6.

Raising the issue after confirming user reports from this particular community from other users noticing this issue.

Not sure if related, but sometimes edits also don't get rendered on Android like they do in eleweb/fluffy. This is not consistent though, some edits show but some do not. There is an issue re this: https://github.com/vector-im/element-android/issues/3336
