Description

#### Describe the bug
I decided to disable notification on one of my 3 devices i use with element. I have desktop (Mac), iOS and Android. I unchecked notification button there as i was getting repeated notification on all devices, but i wanted only on iOS and desktop. When i disabled notification on android, i noticed this also disabled notifications on all devices instead even though the buttons are all "enabled". Even the desktop doesn't show the unread count, it only shows a white dot next to rooms/names. I've not tested on the other way around, just wanted to put this on right now for the team to check if it's the case or not.

I am not sure if this is a bug, and it seems like one, but just putting it here for dev feedback perhaps?

#### To Reproduce
Steps to reproduce the behavior:
1) You need to have multiple devices obviously, at min iOS, Android and also Desktop or web
2) By default notifications are enabled on those
3) Disable notification on android

#### Expected behavior
Other devices should not have issue receiving notifications per usual.

- OS: Android 11, ios 14.6, MacOS 11.4

- Android version 1.1.9
- iOS 1.4.1
- Desktop 1.7.30

I have my own homeserver running matrix synapse 1.36.0.rc1. Also have Signal bot installed and working fine. My matrix server is on a VM in digitalocean. Re-enabling notification on Android, i get notifications again on all paltforms.
