allow select speakerphone at start voip call

User must can select speakerphone before voip connection establish.

For example, situation now:

1. User1 call voip to User2
2. Wait before voip connection establish
3. User2 do answer and said: "hello! where are you? Do you listen me?"
4. User1 at this moment trying select speakerphone mode of call.

Situation which we need:
1. User1 call voip to User2
2. User1 select speakerphone mode of call while voip call connection in progress.
3. User2 do answer the call
4. User1 speak with User2 over speakerphone

Second situation at now in whatsapp and gsm-call.
