How many times do I have to dismiss Secure Backup banner to never show again?

**Describe the bug**
There are security reasons why some users don't want to use Secure Backup.
I tried to dismiss the Secure Backup banner, but it shows again and again and again and again etc...

**To Reproduce**
Steps to reproduce the behavior:
1. Create account without Secure Backup
2. Open app
3. Secure Backup banner is displayed
4. Dismiss it
5. Close app, and open it again
6. Secure Backup banner is displayed
4. Dismiss it
5. Close app, and open it again
6. Secure Backup banner is displayed
4. Dismiss it
5. Close app, and open it again
6. Secure Backup banner is displayed
7. Dismiss it
8. Close app, and open it again
9. Secure Backup banner is displayed
10. Dismiss it
11. Close app, and open it again
12. Secure Backup banner is displayed
13. Dismiss it
14. Close app, and open it again
15. Secure Backup banner is displayed
16. Dismiss it
17. Close app, and open it again
18. Secure Backup banner is displayed
19. Dismiss it
20. Close app, and open it again
21. Secure Backup banner is displayed

I tried this many times. I don't know if I do it more times, will it eventually disappear?

**Expected behavior**
It should display how many times do I have to dismiss it until I can finally get rid of it. This can help motivating me to do it and not get tired after a few tries. Eventually, I should get some points or trophy if I complete this quest.
Maybe, don't wait for reopening the app to show it again, but show it immediately after dismissed. This way I could get there more easily. I would save some time (by not having to close and reopen the app).

Or a more sane solution would be to implement #2323.
