Description
**Describe the bug**
Unable to close Secure Backup banner.
**To Reproduce**
Use Element Android with cross-device signing enabled but Secure Backup is not set up. Every time the app is opened, the Secure Backup banner is shown again.
**Expected behavior**
If somebody closes it 3 times, it may be accidental. But if somebody closes it 40-50 times, it may be a sign of that he don't want to set up Secure Backup. So if it is closed say 850 times, don't show it again.
