Notification categories are not consistent

**Describe the bug**
Notifications are all set to noisy, and the noisy category is configured to make a sound on arrival. But the received notifications randomly miss the sound (only vibrate) or actually go completely silent. This happens on 2 Android devices, one using LinageOS (with Google Play services) and the other OneUI 2.5, making notifications unreliable even if they arrive properly.

**To Reproduce**
Steps to reproduce the behavior:
1. Configure all notifications to make a sound
2. Send messages, preferably at random timing/states

**Expected behavior**
All notifications should make a sound
