**Describe the bug**

The voice and video call buttons are very difficult to see on the black theme when you don't have the ability to place a call in the room.

Things are a little better on the dark and light themes:

But I think that even on the light theme it may be difficult for those with accessibility issues to tell the difference between the disable and enabled icons.

Perhaps instead we could replace them with the same icon but with a tiny lock on it to indicate that the user doesn't have the required power levels?
