Images do not send in unencrypted rooms

**Describe the bug**
In unencrypted rooms, i.e. bridged rooms or publics, images do not send. Specfically, the message throws an "Unable to Send" error. In encrypted rooms, images are sent. This happens with any type of network condition, good or bad.

**To Reproduce**
Steps to reproduce the behavior:
1. Create or join an unencrypted room.
2. Send an image.
3. Image fails to send

- OS: LineageOS 16.0
