.net 4.5 requirement issue

We are facing installation issues on few windows 7 machine because of .net 4.5 dependency. It wont allow to install unless .net 4.5 in installed.
And worse, in some case even if .net 4.7 is installed in system , it wont run. There are so many issues related to this.

And in this specific case, its got to do something wiht .4.0.30319 and i am not able to solve this no matter what i do
Is there any solution to this?
